I downloaded APK installer from the play store, went to the link you supplied, downloaded, first November and loaded via the installer, and it update my phone to Nov. Went back and downloaded and installed December and my phone did an update, but the phone shows it is still on the google play system update November 1.

It may not have to be in the foreground (open the app, hit Home, open your shopping list - and the GP app is still running [Back closes an app, Home just runs the launcher]), but if you haven't run GP since the phone was turned on or restarted last, and it's not set to start on boot, it might as well be on someone else's phone.
