Donald Trump is already testing the limits of his control over Republicans in Congress. On Sunday, the president-elect demanded that anyone running to be the next Senate majority leader allow him to bypass the traditional confirmation process and let him make appointments to his Cabinet without approval.

President-elect Trump is testing the loyalty of Senate Republicans, calling on them to allow him to make recess appointments to the executive and judicial branches without the advice and consent of the Senate.

Republicans flipped Democratic-controlled Senate seats in West Virginia, Ohio, Pennsylvania and Montana. In the latter three cases, defeated Sens. Sherrod Brown, Bob Casey and Jon Tester also ran ahead of Harris but couldn’t overcome their states’ shifts toward the GOP.
